The loading and unloading of goods, wares and merchandise in parking meter zones is hereby restricted to such length of time as is absolutely necessary for the purpose of loading or unloading the same. For the purpose of enforcement of this section, such loading or unloading of any vehicle between the hours of 9:00 a.m. and 10:00 a.m. shall not be considered as parking. (1972 Code §13-11-8)
