There shall be a Municipal Police Court Judge who shall be appointed by Council, who shall hold his office at the pleasure of Council, and who shall receive such compensation as may be fixed by Council. The person so appointed as Municipal Police Court Judge shall be a person of good moral character and reputation, a law abiding citizen, a person who has not been convicted of a felony or of any scandalous crime and a resident of the Municipality for at least one year next preceding the time of his appointment. The person so appointed as Municipal Police Court Judge shall qualify by taking the oath of office as such and shall give bond in the amount fixed by Council, under which bond he shall be responsible for all funds coming into his hands by virtue of such appointment.
