145.02  DUTIES GENERALLY.
   The Water Commissioner shall have complete charge of and responsibility for the maintenance and operation in an economical and efficient manner of the water system maintained by the City, and shall specifically do or cause to be done the following:
   (a)    Read water meters monthly, and make report thereof to the City Recorder by such date as may be fixed by the Recorder.
   (b)    Blow fire plugs at least semi-annually.
   (c)    Repair water meters and keep the same in repair.
   (d)    Prepare and file with the City Recorder an inventory of supplies kept on hand by the Water Commission.
   (e)    Have supervision of the laying of all water lines, and connections made for water purposes by any user of the water supplied by the City.
   (f)    Keep a record of the names of all water consumers, together with meter readings made and the dates thereof.
   (g)    Approve all bills and statements for materials, supplies and labor used by him or under his immediate supervision, and deliver the same to Council for its inspection, approval and payment.
   (h)    Perform all such other general or special duties as from time to time may be required by Council.
   (i)    Take all steps authorized or directed by Council to be taken to collect moneys owing to the City for water to be used by its system's customers.
   (j)   Take all steps authorized or directed by Council to abate nuisances to or upon the water system.
   (k)    Make plans and specifications for the future needs of prospective consumers from the City water system.
   (l)    Advise Council of any violations by any person, firm or corporation of any ordinance affecting the water, health or sanitation of the City or its inhabitants, and as well of the existence of any condition within or without the limits of the City adversely affecting the good health and sanitation of and a sanitary water  supply to the City and its inhabitants.
