Except for those owners who have property perfected an appeal, if an owner fails to timely pay any amount due, said amount shall constitute a debt due and the City may commence a civil action to collect such unpaid debt, and/or file a lien for unpaid registration fees against the property where the vacant structure is situate in accordance with the provisions of West Virginia Code § 8-12-16.
