139.08  CHIEF OF  POLICE.
   (a)    The Chief of Police shall be appointed by Council. He shall serve for such term as may be provided by law, and may be removed in the manner provided for the removal of officers.
   (b)    The Chief of Police shall be the law enforcement official of the City, and it shall be his duty to enforce the ordinances of the City, and the laws of the State, within the City. He shall be subject to the control absolutely of the Mayor, except when Council is in session. He shall be in charge of any special police officers from time to time appointed. As a part of his duties, but not limited thereto, he shall:
      (1)   Supervise and afford protection for the collection of parking meter  receipts.
      (2)    Issue proper notices for violation of traffic and parking ordinances, enforce the notices so given, arrest all offenders of lawful ordinances and laws, and, as far as possible, preserve the peace.
      (3)    Patrol the City regularly each day, but at varied intervals and by varied routes so that no regular pattern of patrol may be established.
      (4)    Perform all other such general or special duties as from time to time may be required by Council or the Mayor. (1972 Code §2-9-1)
