148.02 VACANCIES.

All vacancies on the Historic Landmarks Commission shall be filled by appointment of the Common Council of the City of St. Marys, West Virginia, from nominations provided by the remaining members of the Historic Landmarks Commission. The annual nominations shall be delivered to the City Recorder on or before December 1, and the appointment shall be made on or before December 31st.
