137.04  DRAFTING AND APPROVING OF CONTRACTS.
   All contracts and all ordinances and resolutions making contracts, or authorizing the making of contracts, shall be drawn by the City Attorney, or approved by him, before they are made or passed by Council. (1972 Code §2-11-4)
