133.03  DUTIES GENERALLY.
   The City Manager, under the direction of and subject to review and approval or rejection by Council, shall:
   (a)    Have full charge and authority over all the Municipal affairs of the City, except those pertaining to the City Recorder, City Collection, Health Officer, City Attorney and police;
   (b)    Have general supervision over the control, management, construction, repair and maintenance of the streets, sidewalks and alleys of the City;
   (c)    Have general supervision over the sewerage system of the City;
   (d)    Employ and install such person or persons as are competent and efficient to do and perform the work under his supervision required for proper functioning of Municipal government;
   (e)   See that the streets and alleys of the City are kept clean and in a sanitary condition, and that there shall be no encroachment thereon by abutting property owners;
   (f)   Prevent anything obnoxious, unsanitary or which is a menace to the health or comfort of the residents of the City, to be kept or maintained within the corporate limits of the City, subject to the exceptions contained in the Charter thereof;
   (g)    Cause all property owners to keep and maintain their properties safe from fire;
   (h)    Inspect, in conjunction with the police of the City, all buildings at such times and under such conditions as may be necessary to prevent or remove fire or health hazards;  (1972 Code §2-8-3)
   (i)    Inspect plans for all proposed building construction in the City, including proposed subdivisions, and disapprove such as do not comply with the ordinances and regulations thereof; require that permits be obtained for building construction; investigate all requests for building permits, and approve or reject the same; and supervise all building construction to the end that the same complies with the ordinances and regulations of the City and the permit granted.    (j)    Direct and authorize, in the interim between meetings of Council, the issuance of building permits, upon applications therefor duly approved by him;
   (k)    Have immediate control over and responsibility for the proper use, maintenance and repair of the street sweeping and garbage collection equipment of the City;
   (l)    Have immediate control over and responsibility for the proper marking of all streets as to identification thereof, and the regulation and control of traffic thereon, and the maintenance of such signs;
   (m)    Have immediate responsibility for the construction and maintenance of proper and safe sidewalks in the City, including inspection thereof, on at least a semiannual basis and report to Council as to any unsafe or defective sidewalk with recommendations as to necessary repairs or reconstruction;
   (n)    Have charge of the purchase in bulk and distribution of gasoline and oils for use in and by the City equipment, and the promulgation and enforcement of regulations for such distribution;
   (o)    Be responsible, in conjunction with the Chief of Police, for the collection for deposits made in parking meters, and the accounting for and delivery of such receipts to the City Recorder;
   (p)    Be responsible for the proper location, marking and development of all streets and alleys conveyed to or dedicated for use of the City;
   (q)    Approve in writing for payment, before action thereon and payment thereof by Council, all bills and accounts for materials, supplies and labor incurred by him, or under his supervision, in behalf of the City; and deliver the same to the City Recorder;
   (r)    Make such minor purchases of supplies and materials as may be necessary for the proper maintenance of the Municipal functions under his supervision, and submit proper statements thereof to Council; 
   (s)    Set up and maintain a supply depot for the City as to materials and supplies commonly used, provide regulations for the use thereof, furnish to Council  inventories of materials and supplies on hand at least annually, and from time to  time provide Council with requisitions or lists of supplies and materials  necessary to be purchased, so that purchase in wholesale quantities or at  discount may be had and made;
   (t)    Perform all such other general or special duties as from time to time may be required by Council. (1972 Code §2-8-3)
   (u)    Inspect plans for all proposed subdivisions to insure the harmonious development of the Municipality and its environs; to insure that the land is suitable for  building sites; to insure coordination of roads with the subdivided land with other existing or planned roads or with the State or Municipality planned roads; to insure that the adequate rights of way for future streets are preserved; to insure protection of natural drainage channels; to insure that water and sewer service are adequate; to insure that needed site improvements are  made; to insure that scattered or premature subdivision of land is avoided as would involve danger of injury to health, safety or property by reason of the lack of water supply, drainage, transportation or other public services, or would  necessitate an excessive expenditure of public funds to supply such services; and to prevent excessive governmental operating cost; and to approve or disapprove  such plans.  (Passed 7-1-75.)
