373.14 REGISTRATION REQUIRED.
   (a)   Procedure. All bicycles owned, operated or ridden within the Municipality shall be registered by their owners with the police.

   (b)   Time and Duration. A tag bearing a serial number, the words “City of St. Marys, Ohio” and the applicable years shall be furnished each registrant upon payment of the registration fee. The tag shall be securely fastened to some metal portion of the bicycle.
   (c)   Fee. A registration fee of one dollar ($1.00) for each two-year period or part thereof shall be collected from the registrant by the Police for each registration and tags issued.

   (d)   Record Card. The police shall keep, under the direction of the Police Chief, a record card for each bicycle registered. The record card shall contain the serial number of the tag issued, a complete description of the bicycle registered, name of bicycle owner, registration date, fee collected, a record of all transfers of ownership and any other facts pertinent to the registration of each bicycle for the keeping of a complete record. The record card shall be kept in an appropriate indexing system.

   (e)   Fees Deposited in General Fund. All fees collected for registration of bicycles shall be turned over to the Treasurer for deposit in the General Fund.

   (f)   Mutilation of Serial Numbers, Decals or Plates. No person shall willfully or maliciously remove, mutilate or alter the frame, serial number or other identifying mark of any bicycle or motorized bicycle registered under this chapter or any registration certificate, decal or plate issued pursuant to this chapter.
