No contract in the Department of Public Service and Safety in excess of fifteen thousand dollars ($15,000) or the amount set in the Ohio Revised Code which limits awarding of contracts without bid, whichever is higher, shall be awarded except on the approval of the Board of Control, which shall instruct the Safety-Service Director of the appropriate department to enter into the contract. The members of the Board shall prepare estimates of the revenue and expenditures of their respective departments to be submitted to Council by the Mayor, as provided by law.
