139.01 MERGER OF OFFICES; QUALIFICATIONS.
   The departments of public safety and public service are hereby merged and combined and the merged departments shall be known as the Department of Public Service and Safety. The Safety-Service Director shall be appointed by the Mayor and must possess the following qualifications.
   (a)   He shall be a graduate of an accredited college or university as a mechanical, civil or electrical engineer, duly licensed to practice as such by the State.
   (b)   He shall be a citizen of the United States and shall have at least five years’ experience as a practicing engineer.
