Council shall provide for the videotaping of its Council meetings. The Clerk of Council shall contract with a responsible person to provide such tapes to the entity holding the cable television franchise with the City for transmission on the public access channel. The tapes shall be held by the Clerk for a period of twenty-four months. After such time, they shall be offered to the Community Public Library. If the library does not accept them, they then may be disposed of.
