(a) The Director of Public Safety is hereby authorized to establish an Auxiliary Police Unit to operate within the City Police Department.
(b) The Director of Public Safety shall be the Executive head of the unit and shall make all appointments and removals of persons serving as Auxilary Police Officers.
(c) The Director of Public Safety is authorized to establish general rules for the organization, training, administration, control and conduct of such Unit.
(d) Such members shall not be members of the classified service of the City.
