955.10 LIQUOR PERMIT FOR BLUESFEST.
   (a)   The consent of the City is hereby given to one F-1 or F-2 permit for the sale of alcoholic beverages in K.C. Geiger Park for one weekend in late August or early September of each year for the purposes of holding an annual “Bluesfest” celebration. Such celebration shall not exceed eighty hours. The sale of alcoholic beverages is to be conducted in accordance with the regulations of the Ohio Department of Liquor Control. The permit area in K.C. Geiger Park shall be a total area of not greater than six (6) acres at a site to be designated by the Director of Public Service and Safety or his authorized designee. As used herein it is understood that these permits are limited to the sale of beer and wine.
   (b)   The permit area shall be enclosed by a significant barrier which shall encourage ingress and egress to and from the permit area only through marked entrances. The barrier and the entrances shall be marked with appropriate signage indicating that alcoholic beverages shall only be consumed within the permit area.
   (c)   The various departments of the City shall cooperate as much as is possible with the Bluesfest Committee in order to assure a safe, orderly and successful annual celebration.
   (d)   As used in this section, a “significant barrier” shall at a minimum consist of two strands of rope, one of which shall be at least four feet off the ground and the other which shall be at least two feet off the ground.
   (e)   The consent of Council allowing the sale of alcoholic beverages is granted on the condition that the Bluesfest celebration remain under the direct supervision of the K.C. Geiger Park Improvement Committee. (Ord. 2010-08. Passed 4-12-10.)
