164.03 CHAIRMAN; QUORUM; PROCEDURAL RULES.
   (a)   The Board shall elect a Chairman, and two members of the Board shall constitute a quorum. The Board shall adopt its own procedural rules and shall keep a record of its transactions.
 
   (b)   Unless actively involved in deliberation concerning a specific case, meetings of the Board shall be subject to the Open Meetings Law. All hearings conducted by the Board shall be open to the public.
 
   (c)   The Board may appoint a secretary who is not a member of the Board. Said secretary may be an employee of the City of St. Marys. The Board may engage also other professionals as needed in order to fulfill its functions.
 
   (d)   The Law Director of the City of St. Marys shall be the legal advisor to the Board. In any hearing where legal representation is needed by the City, the Director of Public Service and Safety or his designee may employ counsel if needed to represent the City’s position to the Board.
