The following signs are exempted from application of this chapter:
(a) Marquees and marquee signs. Marquees shall not be governed by the regulations of this chapter nor shall marquee signs which are located above the marquee and which do not project beyond the marquee into a public right of way.
(b) Free standing signs which are located on private property and which do not extend into a public right of way.
(c) Flat wall signs.
