(a) The Central Business District shall be designated as including the following streets:
(1) Spring Street from its intersection with Wayne Street to its intersection with Pine Street;
(2) Main Street from its intersection with South Street to a point 200 feet north of the center line of Spring Street;
(3) Front Street from its intersection with High Street to its intersection with South Street;
(4) Chestnut Street from its intersection with High Street to a point 235 feet south of the centerline of Spring Street.
(b) "Marquee" means a canopy or covering structure attached to and supported by the building and projecting over any publicly traveled area.
(c) "Sign" means any device or display designed to inform or convey messages to the public.
(d) "Projecting sign" means a sign, other than a "wall-flat" sign, which projects from and is supported by a wall of a building or structure.
(e) "Wall-flat sign" means one affixed directly to or built into the exterior wall, screening surface or mansard and confined within the limits thereof and which projects from that surface less than twenty inches at all points.
(f) "Free-standing sign" means a sign which is supported by one or more columns, uprights or braces in or upon the ground.
(g) "Marquee sign" means a sign attached to or constructed on or in a marquee.
