1341.01 PURPOSE AND SCOPE.
   (a)    The purpose of this chapter is to regulate certain forms of exterior signs so as to protect and preserve the safety and to promote the public welfare.
   (b)    In order to maintain the same level of attention, signs have had to become more aggressive and more expensive. Accordingly, it has become necessary in the public interest to prohibit the use of certain overhanging signs so that street signs in the central business district are compatible with their surroundings, safe and appropriate to the type of activity to which they pertain.
