The Director of Public Service and Safety is authorized to institute a charge for brush pickup which exceeds one-half hour of crew's time at each premises. Where the crew handling the brush pickup is required to spend in excess of one-half hour, the additional labor plus fringe benefits and equipment rental shall be charged to the head of household for such premises.
