(a) The Director of Public Service and Safety is authorized to enter into contracts providing for the disposal of garbage and refuse at the Municipal Landfill. Such contracts may be with other political subdivisions or with private entities. The fees for disposal at the landfill may be determined by the Director of Public Service and Safety, and if a rate is established by Council, such rate shall be no less than that rate established by Council.
(b) The Director is authorized to establish regulations in conformance with environmental guidelines, as to type of waste to be disposed of at the landfill.
