All garbage and refuse brought to the St. Marys Municipal Landfill located in Section 27, Noble Township, Auglaize County, Ohio shall be disposed of by the sanitary landfill method. All garbage and refuse brought to the St. Marys City Landfill shall become the property of the City of St. Marys. No person shall be permitted to separate, collect or carry away anything from the landfill area, except as otherwise provided by the regulations established by the Director of Public Service and Safety.
