951.07 MANDATORY COLLECTION BY COLLECTION DIVISION AND PERMITS TO COLLECT.
   (a)    All garbage and refuse accumulated by heads of households in the City of St. Marys shall be collected by the Collection Division of the St. Marys Refuse Department. All garbage and refuse disposed of by commercial operators shall be collected by such City Collection Division; provided, however, that commercial operators may contract with other collection entities which have obtained a permit from the Director of Public Service and Safety to collect garbage and refuse from commercial operators within the City limits of the City of St. Marys. Such a permit shall be issued only after the Director of Public Service and Safety has been satisfied that the permittee is capable of complying with the requirements of this chapter. Permits shall be issued only to persons, firms or corporations equipped with suitable sanitary, enclosed and self-contained packer type equipment designed for the collection and hauling of garbage and refuse.
   (b)    Permits may be revoked for just cause.
   (c)    Nothing in this section shall prohibit any person from directly disposing of items at a recycling center nor from taking unusual accumulations directly to the Municipal Landfill.
