951.06 PROHIBITING THE USE OF CONTAINER WITHOUT THE CONSENT OF ITS OWNER.

No person shall place garbage or refuse either bagged or unbagged in a container belonging to another person without the permission of the person who owns, leases or controls the use of the container.
