951.05 COLLECTION OF GARBAGE AND REFUSE; CONTAINERS.
   (a)    No head of household or commercial operator shall permit garbage or refuse to accumulate upon any premises in the City of St. Marys except as provided in this section.
   (b)    All garbage and refuse accumulated by heads of households shall be kept in plastic bags of sufficient strength that their integrity is maintained while they are kept on the premises. Such plastic bags shall not exceed thirty-three gallons in capacity and shall not exceed a minimum filled weight of thirty-three pounds. Heads of households may also accumulate garbage and refuse in containers the size and filled capacity of which are in conformance with regulations issued by the Director of Public Service and Safety.
   (c)    The Director of Public Service and Safety is hereby authorized to promulgate regulations for containers for garbage and refuse accumulated by commercial operators and for items of garbage and refuse accumulated by heads of households that do not conform to being easily kept in plastic bags or containers as required above.
   (d)    All bags and containers placed for collection by heads of households shall be tagged for the purpose of determining the fee to be charged by the Collection Division, all pursuant to regulations issued by the Director of Public Service and Safety.
   (e)    No head of household or commercial operator may dispose of garbage in any other manner than the foregoing except by the use of garbage disposal units which grind and discharge garbage directly into the sanitary sewer system.
   (f)   All containers containing bagged garbage and refuse shall be placed in accessible locations. If collection is made from the front or street side of the premises, containers must be placed by the head of household in a location accessible to a walkway or driveway at either the front or the rear of the house. Where collections are made from an alley, the containers may be placed at the rear of the house easily accessible from the alley. All containers must be on the outside of any building for collection. At commercial establishments, containers must be placed outside the building on the ground floor at an easily accessible location.
   (g)    When a head of household or commercial operator requests service from locations other than the above, the Director of Public Service and Safety may establish additional fees to be negotiated at the time of such special pickup.
