(a) All garbage and refuse shall be disposed of in a proper fashion according to the terms of this chapter or according to the terms of Regulations established by the Director of Public Service and Safety.
(b) The Director of Public Service and Safety shall establish fees for the collection of garbage and refuse by the Collection Division within the corporate limits; provided, however, if Council has established a rate for such collection, then the Director may charge no less than those rates established by Council.
(c) The Director of Public Service and Safety is specifically authorized to establish a surcharge for garbage and refuse collected from heads of households located beyond the corporate limits of the City of St. Marys and further is authorized to establish fees charged to commercial operators for collection of garbage and refuse that such commercial operators generate either within or without the corporation limits.
