929.05 USE OF FIRE HYDRANT RESTRICTED.

No person, other than a City employee, shall use a fire hydrant on the City water system, or use thereon any wrench or tool other than a regulation Fire Department spanner, except in case of emergency, without first having secured from the Safety-Service Director a license for such use.
