929.01 WATER MAIN EXTENSIONS.
   (a)    Compliance Required. All construction of water main extensions in streets and ways not already supplied with water shall be in accordance with this chapter.
   (b)    Assessments. The owners of property to be served by a proposed water main extension may petition for the construction of such an extension and the assessment of the cost thereof in accordance with provisions of State law.
   (c)    Extensions Beyond Corporate Limits.
      (1)    The Safety-Service Director upon authorization by Council, may permit the installation of water mains, beyond the corporate limits, and allow the same to be connected to existing or new water mains within the corporate limits under the form and terms of an agreement approved by the Law Director, provided the water mains meet the specifications adopted as standard by the City, and plans and specifications approved by the Director.
      (2)    All main extensions, regardless of procedure employed, shall become the property of and under the control of the Water Department unless specifically exempted by ordinance.
      (3)    The Water Department shall have the right and authority to further extend any extension, to serve additional premises beyond any earlier, or original, extension of a main or mains without reimbursement to anyone who might have contributed to an earlier, or original, extension of a main.
      (4)    The determination of the estimated cost of any proposed extension of a main or mains, will include all items of materials and labor, including any extraordinary costs occasioned by the opening of pavements, or street surfacing, rock digging and frost, together with allowances thereon for engineering and general office expense pertaining to the purchase, storage, delivery and installation of all materials and equipment necessary to construct an extension. The costs so determined will not include charges occasioned by a water main larger than would be necessary to meet the customer's estimated normal requirements, but in no case will computations of costs be based on a main of less than six inches inside diameter.
      (5)    Main extensions into new real estate subdivision shall not be permitted until the plat of such subdivision is approved by the Planning Commission and the acceptance of such subdivision assured by Council.
