The Safety-Service Director upon authorization by Council, may permit the installation of either or both storm or sanitary sewers, beyond the corporate limits, and allow the same to be connected to existing or new sewers within the corporate limits under the form and terms of an agreement, approved by the Solicitor, provided the sewer or sewers meet the specifications adopted as standard by the City, and plans and specifications approved by the Director.
