In any case where proper application for permission and payment of the required fee, for making a sewer connection has not been completed, the Safety-Service Director or his authorized representative, is hereby empowered to either remove the connection or tap or to plug such connection or tap until properly arranged. In addition, he may require a penalty or fine of two and one-half times the required fee or fees, on all connections to the sanitary or storm sewer system.
