No sewers, either storm or sanitary, can be installed and connected to the sewer systems, either storm or sanitary, of the City by any person or persons except under the supervision and inspection of the Safety-Service Director or his authorized representatives, or his contractors, unless specifically authorized and supervised by a representative of the City.
