No person, firm, or corporation shall erect in or on any street, public way or land owned or under the control of the City, any pole or standard under the control of the City for the purpose of conducting power, or for the purpose of transmitting telephone service or for transmitting cable television services, without first having obtained a permit to do so from the Safety-Service Director, or his duly authorized agent.
