No person, other than the Safety-Service Director or the authorized employees or agents of the Director, shall make any opening in, or cut into, break or otherwise disturb any street, alley, sidewalk, curb, gutter or public way of the City unless a permit therefor has been obtained prior to commencement of the work, as provided in Chapter 909.
