   901.01 CONSTRUCTION REQUIREMENTS.
   (a)    The minimum requirements for the construction of any street or highway or part thereof shall be established by the Safety-Service Director.
   (b)    All materials and workmanship shall conform to the specifications of the City and the State Department of Highways.
