No precious metal dealer shall change, alter, deface, release from his possession or sell any article purchased by him until the expiration of seven days after the delivery to the Chief of Police of a copy and statement relating to that article as provided in Section 739.04, except by the permission of the Chief of Police or his authorized agent.
