739.02 LICENSE REQUIRED.
   No person, firm, partnership, association or corporation shall engage in the business of purchasing personal property made of or containing gold, silver, platinum or other precious metals, except coins, for the purpose of reselling such items, without first having obtained a precious metal dealer's license as provided in subsections (a) to (f) hereof.
   (a)    Any person desiring a precious metal dealer's license shall make application to the Safety-Service Director setting forth his name, age, nationality, location of place of business, whether or not a citizen of the United States and whether previously engaged in such business and when;
   (b)    The application for a precious metal dealer's license shall be filed with the Director fourteen days prior to the desired date of issuance of such license;
   (c)    The Director shall issue a precious metal dealer's license or deny the issuance within fourteen days from the date of application;
   (d)    The precious metal dealer's license shall not be transferable and shall expire on June 30 of each year;
   (e)    The annual precious metal dealer's license fee shall be fifty dollars ($50.00) per year;
   (f)    Precious metal dealer's license shall be displayed in a conspicuous place in the place of business.
