Whenever a licensee violates a provision of this chapter or any rule, regulation or lawful order of the Safety-Service Director, or for a period of sixty days fails to make a reasonable or consistent effort to operate any such taxicab or taxicabs, the Director has the power to either suspend or revoke such license pursuant to the provisions of Section 711.08. The power to suspend or revoke shall not limit the powers granted to the Director elsewhere in the Codified Ordinances.
