735.07 DISPLAY OF RATES; EXCESSIVE CHARGES.

Every taxicab shall display, at all times, a printed list of the fares and rates to be charged passengers for transportation. No owner or driver shall charge an amount in excess of the printed rates unless by mutual agreement between the passenger and driver entered into before leaving the point of departure.
