Lodging houses shall be open to official inspection by the Board of Health and members of the Police and Fire Departments at all times and proprietors thereof shall comply with all laws and ordinances and all lawful orders, rules and regulations of respective departments of the State and City with respect to sanitation, health, cleanliness, safety, morals, decency and rates of charge at all times.
