Any person, individual, firm, copartnership or corporation who hauls trash or garbage for hire within the City limits for the City and is found to maintain a vehicle used for such hauling on streets and alleys of the City in an unsanitary condition or who fails to maintain a cover over the load while in transit within the City, may have his license revoked or suspended at a hearing before the Mayor.
