(a) No person shall talk to or attempt to talk to, communicate with or attempt to communicate with any prisoner held in jail or other place of confinement, from outside of the jail, or by means of communication through a window, doorway or other opening that may be present therein.

(b) Whoever violates this section is guilty of a minor misdemeanor.
