9-1-2: PARKING:
   (A)   Parking or standing of any vehicle, trailer, or object of any type is hereby prohibited on the streets stated as follows:
Alley north and east of St. Joseph-Ogden High School (Spartan Drive)
Both sides, from Main Street to Grand Avenue.
Elm Street
East side, between Grand Avenue and Orchard Street.
Grand Avenue
North side, between Elm Street and the driveway on the south side of lot 6 of Castle's, Guy Subdivision No. 1 (700 West Grand Avenue).
 
Both sides, from Sportman's Club Road to the St. Joseph Community Park (on Glover Avenue).
 
Both sides, north of Western Drive.
Main Street
Both sides, between Warren Street and Grand Avenue.
Orchard Street
North side, between the hours of 7:00 A.M. and 4:00 P.M., Monday through Friday.
 
South side.
Prospect
North side, between Third Street and Main Street.
 
Both sides, between Third Street and Fifth Street.
Warren Street
South side, from Third Street west to a point 75 feet west of the west edge of the sidewalk on the west side of Third Street.
Second Street
West side, between Warren Street and Orchard Street.
Fifth Street
Both sides, from Ethel Street to Evergreen Drive.
Sixth Street
West side, between Douglas Street and Ethel Street.
Eighth Street
Both sides, between Warren Street and Grand Avenue.

   (B)   Except when necessary to avoid conflict with other traffic, or in compliance with law or the directions of a police officer or official traffic control device, no person shall stop a vehicle nor shall any person load or unload passengers from a vehicle on the streets stated as follows:
 
Fifth Street
West side, from Ethel Street to Prospect Street.

   (C)   No person shall park any semitrailer, pole trailer or trailer in excess of eight thousand (8,000) pounds or tandem vehicle in excess of sixteen thousand (16,000) pounds on a street in a residential district for a period longer than is necessary for the reasonably expeditious loading or unloading of such vehicles. No such trailer shall be parked overnight in a residential district. (Ord. 97-9, 9-23-1997)
   (D)   No person shall stop, stand or park a vehicle or trailer of any type on a public sidewalk or crosswalk, including the portion of the public sidewalk which is also used as part of the access to a private or public driveway or parking lot.
   (E)   Vehicles, trailers or other objects in violation of this section shall be towed at the owner's expense and may be reclaimed upon payment of towing and storage fees. This section may also be enforced pursuant to 625 Illinois Compiled Statutes 5/11-1303 (2002).
   (F)   Appropriate signs shall be posted in all areas where parking, standing or stopping is prohibited or limited hereby, except as to restrictions provided in subsections (C) and (D) of this section.
   (G)   The Village President or his/her designee shall identify and specifically mark in as practicably close to the designated location as possible the following parking spaces to be designated as handicapped parking spaces:
On the north side of Lincoln Street-the first space east of Main Street.
On the south side of Lincoln Street-the first space east of Main Street.
On the west side of Main Street-the first space south of Lincoln Street.
On the east side of Main Street-the fourth space south of Warren Street.
On the west side of Main Street-the sixth space south of Warren Street.
   (H)   On streets with curbs, no parking shall be allowed on the parkway.
   (I)   On streets with curbs, parked vehicles must be parked with right side wheels parallel to and within twelve inches (12") of the curb on the right hand side of the street.
   (J)   On streets without curbs, vehicles shall not be parked on the parkway in a position that interferes with drainage or obstructs a sidewalk.
   (K)   Off street parking of motor vehicles shall be in accordance with the provisions of title 10, chapter 11 of this code.
   (L)   The provisions of this section shall not apply to emergency vehicles, while the driver thereof is engaged in the performance of emergency duties, nor shall said provisions apply to persons actually engaged in repairing or otherwise improving the public right of way under the authority of the village or the state of Illinois.
