No person shall move or cause to be removed, or aid in removing any building through or across any street or alley within the Village without written permission from the Board of Trustees, nor shall in removing such building unnecessarily encumber or obstruct any street or alley, nor for a longer time than may be necessary in the prompt and diligent removal of such building.
