8-1-1: OBSTRUCTING STREETS, SIDEWALKS:
   (A)   Building Or Other Materials: It shall be unlawful for any builder or other person to encumber or obstruct any street, sidewalk or alley within the Village with any building materials, equipment or other like articles without written permission from the President of the Board of Trustees.
   (B)   Rubbish, Dirt, Filth: No person shall obstruct or encumber any street, alley or sidewalk with rubbish, dirt or other articles of property, upon any such street, alley or sidewalk longer than may be necessary for the prompt removal of the same.
   (C)   Obstruction Of Street Or Alley: It shall be unlawful for any person to obstruct any street or alley within the Village by unnecessarily stopping thereon with any automobile, vehicle, trailer or other chattel, so as to interfere with persons or vehicles using the same.
   (D)   Temporary Merchandise On Right-Of-Way: It shall be unlawful for any person or entity to place, hang or set out over or upon any Village sidewalk, any goods, wares or merchandise, except temporarily within two feet (2') of the premises or building occupied by him/her/it or to place, suspend or erect any sign, showbill, showcase, flag or other obstruction, projecting into or hanging over any sidewalk exceeding two feet (2') from the building or premises occupied by him/her/it, or to knowingly permit the same to be done or continue in front of any building or premises owned or occupied by him/her/it or under his/her/its control.
   (E)   Encroachments: No person or entity shall make or cause to be made any erection, enclosure, or obstruction encroaching in whole or in part upon or over any street, alley or sidewalk within the Village without permission from the Board of Trustees.
   (F)   Notice; Removal: The owner of any erection or enclosure already erected or placed without permission of the Board of Trustees and encroaching upon or over any street or alley within the Village, shall remove the same within thirty (30) days after notice by the President of the Board of Trustees.
   (G)   Cost Of Removal: The President may cause any encumbrance, obstruction, erection or enclosure in, over or upon any street, alley or sidewalk contrary to this chapter to be removed and the costs of such removal shall be paid by the person or entity causing such obstruction.
   (H)   Liability For Damages: Any person who shall place or leave, or cause to be placed or left, any encroachment, encumbrance or obstruction in, over or upon any street, alley or sidewalk within the Village shall in all cases be liable to the Village for all damages or injury arising from such encroachment, encumbrance or obstruction.
   (I)   Authorized Obstructions: Any obstruction or encroachment upon or over a Village sidewalk, alley or street authorized by this chapter or by permission of the Board of Trustees shall in all instances be a license revocable at any time by the Board of Trustees. Any such obstructions or encroachments shall leave adequate and safe space for the public use of such sidewalk, alley or street. Any such structures shall be erected in a good, safe and sound manner. All approved awnings must be at least eight feet (8') above the sidewalk. (2005 Code)
