Should it become necessary to shut off the water from any section of the city because of accidents or for the purpose of making repairs or extensions, the Water Department will endeavor to give timely notice to the consumers affected thereby, and will, so far as practicable, use its best efforts to prevent inconveniences and damage arising from any such causes, but the failure to give such notice shall not render the Water Department responsible or liable for damages which may result therefrom.
