§ 52.20 UNDER CONTROL OF COMMISSION.
   The water mains of the city shall be under the exclusive control of the City Commission, and no person or persons other than agents or employees of the Water Department shall tap, change, obstruct, interfere, or in any way disturb the system of water mains.
