The City Commission may establish a special sewer rate for a user who discharges into the sanitary sewer system substantially less water than metered for the premises. The user seeking the establishment of a special rate shall submit a written application and such supporting data as the City Commission may require. The City Commission may require the applicant to appear in person in support of the application and may direct the City Manager, or his authorized representatives, to inspect the premises and submit a recommendation as to a fair and equitable rate. The City Manager may require the applicant to install a sewage meter at the applicant’s expense to measure his discharges to the treatment works. Establishment of a special rate without installation of a meter shall be within the discretion of the City Commission.
