(A) Normal usage. Quarterly charges shall be levied against each user premises or billed entity connected to the city water system based on a rate established by a duly passed resolution, adopted by majority vote of the City Commission. This established rate will then be incorporated into the City Fee and Rate Schedule. This rate may be adjusted by subsequent resolution, from time to time, based on economic factors that affect delivery of the commodity by the city system.
(B) High volume usage. Monthly charges shall be levied against each user premises or billed entity if, based on historical and projected data, the user consumes or is expected to consume an average of at least 400,000 gallons of water per quarter. The levied rate per gallon will be established in the same manner as described in division (A), above.
