For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BILLED ENTITY. Any partnership, firm, association, public or private corporation, public agency or instrumentality that is responsible for payment of city water, sewer and associated charges under this chapter, whether related to a single premises, or multiple premises.
DEPARTMENT. The City Department of Water.
PREMISES. Each lot or parcel of land, building or premises having any connection to the water distribution system of the city or the sewage disposal system of the city.
