All special assessments levied hereunder shall become due upon confirmation of the special assessment roll unless such assessments are payable in annual installments, in which event the Commission shall determine the time such payments are due and payable. The Commission in its discretion may spread such special assessments upon each annual city tax roll thereafter until all are paid.
