The owner of any licensed taxicab who desires to transfer such license to another vehicle owned by him or her shall make application to the City Clerk on forms provided therefor and shall state under oath or affirmation such facts as may be required for or applicable to such transfer. Upon approval of the City Commission, such transfer shall be granted.
